Automation of Department of Cooperatives (DoC)

Department of Cooperatives (DoC) under the Ministry of Local Government and Rural Development & Cooperatives is the only regulatory and monitoring body of the Government of the People’s Republic of Bangladesh for Cooperative Sector. A total of approximately 180 Thousands cooperative societies have been operating in Bangladesh with an approximately 8 million cooperative members. DoC serves these huge numbers of its clients through its offices in 491 Upazilas, 6 Divisions, 64 Districts and the Head Quarter in Dhaka. In addition there are 10 Cooperative Zonal Training Institutes in different locations of the country and a National Academy namely Bangladesh Cooperative Academy (BCA) at Kotbari, Comilla. A total of about 5,000 officials and staffs are employed under DoC.

DoC was maintaining a static website developed with html languages. But there was an emergence of giving online information of the activities of cooperative sector in Bangladesh to the visitors of the site which requires a dynamic website. Therefore, development, operation and maintenance of a dynamic web portal of DoC and it’s various level offices became essential

To serve the need CNS limited has done the following task under a managed service contract:

Developed a web based customer facing portal to cater contents in form of downloadable files, on screen instructions, interactive kiosks, fill-able and printable online forms, interactive presentations and web linked information base for a new cooperative society registration.

Design, develop and maintain the existing DoC website to a dynamic web portal to cater the needs of the citizens

Developed a web-based database of personal and job relevant information of all DoC officials. The system was expected to be similar to the Personnel Management Information System (PMIS) of the Ministry of Establishment. PMIS related to fresh development of web based software and publishing to web for online input system for officers of DOC. CNS’s responsibilities included development of software, testing and implementation at requisite web based software, maintain the system and provide all necessary services related to the Personnel Management Information System.
